Google Play doesn't limit access by address, well not physical, it limits access based on IP address so you can buy US apps with SA CC just use a proxy server/VPN and you are sorted.

Not sure how safe it is to enter cc/google account details via proxy.

We are, but you create a card for the amount used via vcpay so its not full access to all your funds. Also as I mentioned above its https.
Let me get this right. Forget about the cc detail, what about your google account? You log into play store via proxy? i.e authenticate to google via proxy? Means they can probably try and capture your google account detail? I am no network expert but you create a https tunnel from the proxy server to the google server, and then from the proxy server to you. Anything that hits the proxy server is fair game? 2-step authentication would help but it sill seems risky to me or do I have it wrong?

Its just me, I don't like to use any service that requires to keep my credit card details. I even buy all my xbox stuff with vouchers.
C'mon guys, just get a second CC for Internet purchases. Mine has a R2k limit. I deposit extra when I need to buy something that costs more.
