Might have something to do with the fact that Google Play uses GeoLocation for Market settings. Might be that your Wifi access IP addresses not in their database?

Probably true. My friend on TI couldn't watch youtube videos...location problem.

Can you browse the internet with your phone's wifi?

Can you open the play store via a browser on your pc via the router?

In my experience, it's your actual sim card and not your physical location that determines access, if you're in a country that does not have it's own Play store that is.

I was in Chad last year and the country is not on the approved list, so I couldn't update my apps on a local sim card. When I put my Vodacom sim in, no problem, update away.

Google had problems with Play store in Australia & South Africa - but was fixed around 20:51, 8th Feb 2013 SA time...
