Why should it be higher? Sounds quite high to me, even for a big company like Google. I agree with you on the bold part though.

Because it won't serve as a punitive measure. There is no incentive to stop being evil

And why do you think a bigger fine would serve as a punitive measure? My point is that only Google would know how uncomfortable it is for them to pay a certain fine. More than that, their real punishment lies in the bad press, not in the fine (whatever it may be), I would guess.
