Audit opinions are qualified due to corruption or people who refuse to correct their financial statements.
I can see how a shortage of skills with aggravate the problem, but the auditor can correct errors, but fraud is entirely different which would lead to a qualified opinion.

Therefore, he is sugar coating the situation, it means 12% are clean and the rest are criminals.

Ye i wannabe one of those unqualified unskilled knowledgeless people that get so much money!! What do I have to do to start? I know colour of my skin doesnt have a big bearing on it coz stupid people are just stupid in any colour!!

This reflects bad on the Government and structures. I am not surprised as I am one here that proclaimed this for years, at my own peril. Jk8 just added the correct definition to put the cherry on top!
