Garmin had such an app but I checked with them and it has been discontinued. Is there an app that uses the device's GPS & GLONASS antennae, thus not using A-GPS? When it doesn't use A-GPS, you don't use bandwidth.

How does the off-line Google Maps application know where you are?

Sadly, it seems that it is only for the Note II yes. I do not understand why, though, as the specs I have for SGS3 & Mini both show antennae for GPS + GLONASS. I do not know where the restrictions come in as I am not technically minded enough.

Its not a hardware restriction, it is simply a agreement between Garmin and Samsung to promote the Note 2.

If you want it on your other devices you can pay for it: https://play.google.com/store/apps/...or_checkout_southafrica&feature=search_result

Garmin have bought out Navigon, and that seems to be their current GPS app. Navigon works on most Android devices (except for devices such as the Nexus 7 as it doesn't have a rear facing camera!!!) without the need for a cellphone data connection. Sygic also does not need a connection to the cellular network and works fine on the non-3G Nexus 7.

Unfortunately, both Navigon and Sygic are pretty expensive as far as phone apps go.
