Are there any GPS devices available that you can buy and install in a car for live tracking, where you don't have to pay a monthly fee?

they have to use some technology to get the location info to you, so there is a cost involved. nothing in this world is free. you are probably just paying for it upfront.

if you can program, you could DIY... it should not be hard. you can buy an off-the-shelf programmable GSM modem with integrated GPS (Siemens). Write some software to send the coord over GPRS to a server, which you can download.

Yup, it's not free, but you don't have to pay a monthly fee. This one uses a sim card with sms's being sent to you for the location (something like that). Also does logging. Maybe get a Virgin card, free sms's for life? Or is that Cell-C?
