I have an AMD Radeon PowerColor HD7950 Graphics Card that runs at about 43c on idle and 74-80c under load. Is this normal?

I have one 120mm front intake fan and one 120mm back exhaust fan on my Corsair Carbide 300R Chassis. I was thinking of getting two Corsair AF140 Quiet Edition High Airflow Fans and attach them on the side panel as intake fans so they can cool the Graphics Card.

The other fan setups I was considering were:

Two 140mm front intake, one 120mm side intake and the 120mm back exhaust.

One 140mm front intake, one 140mm side intake, one 120mm back exhaust and one 120mm top exhaust.

Which would be the best fan setup?

Depending where you live I've found the ambient temperature to play a role. Idle at 40 sounds about right though.

Try blowing the dust out with an air compressor or air in a can. Cards generally get hot due to dust clogging up the heatsinks. I also recommend 2x 140mm intake on the side and 2x 120mm exhaust on top :) id also go with a decent fan brand like nzxt, bitfenix, noctua or the commons like cooler master or thermaltake.

Radeon cards can handle up to 95c without damage according to AMD.

Those temps look pretty normal.

I just got a Sapphire R9 290 Tri-x and it peaks at 80c under constant heavy load. Idle is around 40c

Install MSI Afterburner so it can speed up the fan if necessary, also change the thermal paste.

Sounds perfectly normal. They are made to handle that temperatures. My older 4870 idles at quite a bit more from what I recall.

It has been quite hot the past couple of weeks and I guess the dust has also contributed to the increase in temps.

I'm on the verge of cleaning out the dust. I just need to get myself a can of compressed air. The Corsair AF140 Quiet Edition has some pretty good reviews and it's really quiet but I will look into the other brands as well.
