Maybe run tests on your ram as well but artefacting usually indicates a gpu related issue. If you have more than one stick, try testing them individually and in different sockets on high settings. Unlikely to be ram but quick to diagnose. If your pc was on the receiving end of a power surge or lightning strike though, you'll have to talk to your insurance.
 
Try to switch to second bios also. I have an XFX 570 4gb card that would flash on and off on the HDMI monitor only. Switched to 2nd bios with less Core clocks and is fine for now.
Most of these cheap gpus are mining gpus. They have seen alot
 
Did you overclock your gpu that can be a problem if it is not stable, undo the oc. Or update the gpu drivers.

OP - when you got the card in January, I assume it wasn't doing the same thing in our summer temperatures. So something's gone wrong recently (unless you've only installed it now).

I'd take it back to the shop and ask them to check it out.

The problem only started so something has gone wrong. That’s exactly what I’m going to do because it’s also under warranty
 
Wait did you say your blowing cool air in from the front and back, so your front fan is sucking in and your rear fan?
That could be creating negative pressure and you're not actually getting decent airflow, your rear fan is supposed to be an exhaust so it's supposed to push the hot air out, the top fans are also exhaust fans as well.
So suck in cool air from the bottom/front and blow out the top/rear.

I changed my rear exhaust fan to intake because I thought it would help. My original setup is front intake and the top and rear are exhaust. I changed the rear to intake to see if it makes a difference but it doesn’t. The cpu is cool so just the Gpu is extremely high
 
It could be that the power supply is faulty and not supplying enough power to the graphics card.

What's your PC specs? Power supply, CPU, hdd, etc.

Try disabling /disconnecting any unneeded accessories to free up as much power/heat as possible. Or underclock your graphics card to see if it's a heat/power issue.

Maybe,the only accessories I have connected are a usb hub,keyboard and mouse and a monitor. By underclocking it would it make a big difference?

Mines the exact same one as yours. Have you had overheating issues?All sorts of issues have just started. Could putting the card under extreme load cause issues?
 
this might be a stretch, but it could be the multitude of OC/monitoring software you are running. Uninstall all of them, maybe run 1 if need be.

Maybe. So the two softwares are the amd standard software and I’m using msi after burner and the specs are identical running one next to another. I uninstalled all my drivers and the software and did a clean installation but it hasn’t helped

Temp seems pretty normal to me.
While gaming my GTX 1060 sits comfortably between 80 - 90 for years now. No malfunction. No sign of dying.
2 year old card.

I'm no expert, but are you sure the GPU is the issue?
