I installed my brothers GeForce 210 and noticed it looked different to mine.

I also notice people like Asus Radeon and GeForce ... Are GFX cards licensed to manufacturers?
Is it just a chip?

The cards are basically all made by ATI and Nvidia.

All the manufacturers can change is the PCB, Cooler and sticker.

Also clock speeds and memory speeds :? I think that's about it

So one GT210 and be better than another?

Not really when it comes to low end Cards.

With the exception of some low end Cards where the manufacturers allow DDR5 or DDR3, they all the same.

If you buy a cheap make of GT210 then it could be different, yes.
Buying an Inno3D compared to a Gigabyte GT210 you'll notice a difference in appearance and in general use imo.

You've got 2 competing graphics card manufacturers: Nvidia and AMD. Then they partner with hardware vendors who rebrand their cards.

In terms of whether one 210 can be better than another, there are things they vendors can do to differentiate the cards - like add custom cooling and overclock, or add more memory. However when you're talking about a low end card like that, the differences will be so nominal in performance terms that you won't be able to tell.

Wait for the GTX 750ti to land here..

Nvidia has just taken the wraps off the $149 (£115) GTX 750 Ti and $119 (£90) GTX 750 graphics cards based on its new Maxwell architecture. Both cards are available to purchase now.

The company is claiming Maxwell has twice the performance per watt of Kepler, and--in the case of the GTX 750 Ti--performance on par with a GTX 480, but with a power consumption of just 60 watts.
