GSM Data useage despite all Internet devices turned off

I have a client whom has used MTN Vodacom and now 8ta GSM connectivity to find to his horror that even when no devices are connected to the Broadband GSM router he still uses 70Mb plus all the time.It started when the iPad seemed to use 2 Gb in 4 days polling something on the web. Any ideas why the bandwidth is chewed up despite the broadband router being in "Demand Connectivity" and not "Always On"?????

Please help?
 
Maybe call the service provider and check if there are any data sims linked to the number in the router if you're 100% sure the router's not downloading anything.
 
Not anything to do with any anti-theft or tracking software of Apples? I remember some that got stung big by tracking data costs.
