Can I use my own videos in GTA4 to watch on tv in game and how do i do it?

Lol, why would you want to do that? You can only watch that silly TV when sitting in Niko's filthy apartment. It's good for a laugh, but you can't play the game at the same time. 
The anime they have in the Episodes From Liberty City expansion really kills me. "You will make perfect warrior! You have truly ENORMOUS BREASTS!"
You can only use your own songs with Independence FM by putting them in Documents/Rockstar Games/GTA IV/User Music. There's no built-in way to alter the TV programming.

Hi DarthCat
The files you are looking for can be found here: C:\Program Files (x86)\Rockstar Games\Grand Theft Auto IV\movies (By Default)
You will then need to download the Bink app to convert your video files from whatever format to .bik files, the app can be found here: http://www.radgametools.com/bnkdown.htm
And lastly once converted you will need to give your video file the same name as one of the video files already in the folder & replace the existing file since this is not a default feature where you can just add more clips like you can with songs on the radio.
