GTX770 Clock speed dropping

Was hoping someone would be able to assist with a little help or advice on why my GPU clock speed would drop considerably while gaming? I installed an app (can't think of the name now - will edit once I get home this arvie) that monitors your GPU health (temp, clock speed, etc) and kept an eye on it. The reason I installed it was because I saw that while in game my picture would jitter a lot - almost like lag, but my lag meter showed consistent ping to the server (<50ms) so, first stop was to check gfx, which it seems to be.

So, my clock speed on my gfx is 1100ghz, but when I check the app, it drops to 200-300ghz. Does anyone have an idea why this would happen? If the card is buggered then I will exchange it (about 6 months old).
 
What are the gpu temps just before it drops the clock speed? It might be thermal throttling kicking in.

MSI afterburner is good to monitor these things and you can create a log file you can open in your browser which will allow you to drag a marker acroos the timeline so you can pinpoint at exact points when things happen.
Also monitor your vram usage to see if that is being maxed out at the point the problem occurs.

Also check other temps inside your case, cpu, mb etc.
