All my downloads are running at exactly half my 1mbps line speed but when browsing pages load at full speed. Im using openweb as a isp and its past 11pm so no shaping.

Firstly, I would ask a mod to change your username. You are spam fodder.
Secondly, what kind of downloads are you talking about (e.g. Steam, torrents, ftp, etc) and post a speedtest result from a server closest to you (http://speedtest.mybroadband.co.za/).
If possible also post your ADSL line stats which you should be able to find when you login to your router.

thanx for the tip. All my downloads did that, its been fixed now after my isp did a reset on my adsl line but it keeps happening every week or so
