HARARE – A major contract is set to be signed between a South African company and the Harare City Council to help set up e-tagging.

NEO Capital will also help repair badly pot-holed roads.

According to Zimbabwean state media, the company is set to sign the R4 billion deal shortly.

This will be a challenge for the company.

Harare has around 4,000 kilometres of tarred roads but many are pot-holed.

Drivers have sued the city council for damages the holes caused to their cars.

According to the Herald newspaper, the South African company has not signed the agreement yet, but if it does, it must help raise the equivalent of R4 billion which will be paid back by Harare over the next 30 years.

The authorities also want to set up new rail, bus and taxi transport systems and introduce e-tagging for cars in the capital.

Meanwhile in South Africa, the Opposition To Urban Tolling Alliance (Outa) spokesperson John Clarke this week said e-tolls may come back to haunt the ANC.

Can the locals afford it? Many more dilapidated chorries driving around in Zim than Gauteng
 
Really, a company thinks that Harare will be able to pay back R4bn (even over 30 years)... they're daft.

There has to be something more to this deal because it just doesn't even vaguely make any commercial sense to me.
