I think thats definetely wrong. Rather check gsmarena for the phone and wikipedia for the lte bands in South Africa. It should support all the network's LTE bands.

I have a Redmi Pro 2 both SIMS for CellC and MTN display 4G when I select that SIM for internet

The Redmi 2 Prime shows LTE compatibility for most networks.

The external hard drive is really just an Archive series drive inside, so also 5400RPM. It really depends on use case to be honest.
