I think so, yes. But I think only if some orginisations further challenge it in court.

So then it really isn't a public comment that made a difference..

More people would probably comment if the comments are actually taken into account and effects change..

I would like to think It makes a difference to those who listen. The comments are not for those who make the laws as they don't care about the country or the voice of South Africans. If the DA sees that 50 000 people are concerned about something, it will get their attention and they will invest time and resources in it. If only 5 people oppose something they won't have much to encourage them to do something about it and move onto something else.
