Look at the bubbles on that last pic, looks like they pumped in more air into that to create bigger bubbles. bigger bubbles = less chocolate.

The ingredients claim milk chocolate 40% and Wafer 16%. I'm not sure if this is for the new Tex or just old wrappers.
The thickness of the outer chocolate is concerning too.
