HD & SD Pvr xtraview setup

What is the best setup for this.

Upstairs has SD pvr to 2 tv's ( 1 using TV Link)

Downstairs has HD PVR 2 LCD TV's, one using HDMI and the other will be on Rf with a tv link.

Wanting to do Xtraview.

I wish I could find someone that can explain how in the world my xtraview is setup .... I seem to have RF cables, sat cables, some kinda small decoder and a PVR, but when I turn the small decoder off the PVR doesn't work

Small decoder is the primary, it sends a signal to the PVR allowing it to authenticate & work, if it doesn't receive this signal for 30 mins it stops working
