HELP!?! Massive Choke - Counter Strike Source

These new updates have ruined my game completely. I get choke up to 30 most of the time. Ive played around with my rates but nothing helps. Bare in mind I have a small core 2 duo cpu @ 1.86ghz but the game ran fine before all of this nonsense. Any help/advice? :wtf:

Source is using the new source engine now, look for guides to do with netcode for Team Fortress 2.
