Help me help someone in opening a shop

Right, so this old friend of mine lost his job, so he wants to open a shop.

So he submitted his application and the council sent him the attached document and he needs to supply the requested info.

This is a long shot, but has any of you done this before?

Also WTF is "departures"?

All I can think of is that departure actually means deviation.

e.g
Land use departure: changing of the use of a property, e.g from residential to business
land is zoned for X residential and now you want to use it for X residential + Y business.

departure for the street building line : if you want to build over the (think 5m) building line on a property

departure for building line: if you want to build over the (think 2m) building line on a property

But to answer your question he wants open a normal spaza shop type thing from his house. TBH I never thought these kind of things were this formalized. I always thought people just go "I need some extra cash" then start selling schitt

This is the easy but not legal way, legal way is to empty your wallet for licences/rezoning etc.
