Help me understand youtube streaming and connection speed

Help a noob pls

from what I read on the web a 720p youtube video would be watchable on a 2Mb connection.

I'm really struggling to watch a 720p video on a 10Mb Bitco connection. Stats for Nerds show my connection speed to max out at ~9500 kbps. Lots of dropped frames. Am I understanding this correct that the 720p video uses all the bandwidth? How is that possible?

Dropped frames or buffering?

Dropping frames could be that your PC is just slow and can't keep up with the encoding...
 
It plays for a few seconds then buffers. Stats for nerds shows the dropped frames.

It is on a HTPC, (not fast at all, fanless AMD E35M1-M with 8GB RAM), it also runs Plex and has never struggled with any 1080p content.
 
It looks like youtube is maxing out your line, but maybe the pc cannot handle it. It will download at max line speed until you have buffered enough, then it will download in chunks as you watch. The buffering does not seem to be caused by yoir line, but a speedtest will help to see.

Also remember that plex varies the video output depending on what the server can handle, so it might be downscaling your 1080p.
