Hi. I posted about this issue a few weeks ago and the way I 'fixed' it then was simply to System Restore (safe mode) to before the error. However, it happened again yesterday and now even my System Restore won't complete and take me back to a previous date :/
My girlfriend was touching EVERY single file she could in Windows XP - dll, permissions, system, hidden etc etc when this happened initially. When I boot to XP normally EVERYTHING says 'Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item'. Thats EVERYTHING : can't reach c:, control panel, clock, files, recycle bin etc. The entire thing is locked down.
So my other option is safe mode. The only two accounts I have are 'administrator' and 'Dolby' - which afaik I have to have. 'Dolby' is set to admin rights too. There are no password or funny permissons set, as this my home netbook.
I tried creating another account with admin rights, but it did the same so I just deleted. I turned on Guest - and it too, did the same - so I turned it off again.
In safe mode, I right clicked the c: and checked permissions and notice 'full control' is enabled for everything I see there - barring CREATOR or something
