Depends on how many leechers live in the aparments. There's a number of things to consider.
Are you planning on offering this as a service? Going to charge download fees? If its too expensive whats stopping someone from going out and getting their own DSL.
The best bet would be wireless though. Much easier to setup and quicker to get everyone up and running one. If you have enough people I'd go for uncapped, but even if you get a 4MB line thats only 20KB/s for each user. You'd need a DSL router with wireless.
I'd look at getting a proxy server as well to save some b/w and then you can have some control and see who the abusers are.

thank you for the reply, but u lost me at some places,haha. First, yip gona charge them,i was thinking on getting a 20gig intl and then a 20 gig local so each unit will get 1gig local and 1 gig intl. If my maths are correct it wil cost me about R2000 for the whole package and i will charge them about R130 a month. Dont know? Does it sound reasananble? And is there a way to limit them to there gig and split my local and intl bandwith?
