Help with ActiveX download

I need to download a ActiveX control from the following site:
https://ecash1.microgaming.com/randppeak/common/PURCHASE_METHODS/POLI/Centricom/helpxp2.asp?lang=en

With following instructions.
Step 1 - Click on the Information Bar at the top of the page and select the Install ActiveX Control ... option from the popup menu

The information Bar is not vissible to allow the option to download

Pop up Blocker and Phishing filter both off. ActiveX controls enabled.

Running AVG anti virus free 8.0.138 , Vista Home, IE 7.0.6000.16681.

I've had that problem coming from the Windows site (you need an activeX app to verify Windows before downloading some applications from ms.com).
I wouldn't trust activeX except from ms.com and actually not even then.
I have seen the issue however that some code that I write in php which for instance uses javascript to determine your browser, requires activex confirmation. So not all activex is either necessary or dangerous. It just depends on the site and where your functionality is missing (this is usually what the activeX is for).

if so there sites are pretty good, i have played poker there before - i still play on the free tables every now and again

Yes the ActiveX is so as to enable to use POLi for fund transfers. But my damn IE wont allow the download of the ActiveX
