Help With old "huawei b970" 3G router

i use my b970 router with my small wifi network
i face aproblem that my router Network led Still "Dark blue"

and it take along time to be "Light blue"

while is send any internet request there no respond so i have to wait until The Led be Light blue (it takes along time)
is it about "PPP Max Idle Time(s)" ??​
