Help with public ip changing

this probably isn't in the right place to put this topic, but i dont know this forum and im sorry.
You see, i would like to change my public ip address that has been assigned to me by my isp (tpg) but the problem is im static so it is really hard to change it.. now ive asked my isp if i could change to dynamic so the public ip address would change, but the plan im using does not support dynamic ip addresses..
Before you ask why i would like to change it is for gaming purposes as i heard its better to play with if you have say, a "faster public ip" any help would be really appreciated. This is some information that you would like to know, Im using a Billion BiPAC 7401VGP router.

IP has zero effect on the speed of your connection. You are the first person I know of (besides people who are up to no good) that does not want a static IP.

Its not the speed of the connection that matters, you see, when you log into runescape, it has a funny system, all the public ip address's from that world go into a box, the best ip address being up the top, the worst down the bottom in order from best to worst, now ive heard the best public ip is xx.xx.16.0, now to be the best ip your 3rd digit from the left has to be divislbe by 8, and the 4th number which is the furthest 1 from the left being as low as possible to 0. In Runescape i play a game called Castlewars where whena flag drops the fastest person that clicks it, grabs it, its capture the flag.. now cause everyone knows when someone dies as its timed.. so everyone clicks at the same time, so then it comes down to your public ip address.

sorry for double posting but, i still want my static ip address i just want a way to change that currect one for gaming purposes, once its changed it will stay the same cause im static unless i force another change.
so if someone can help me, or knows the answer thatd be greatly appreciated

Sorry I still think what you describe sounds nothing more than latency (international I presume). It would not be feasible or even reasonable for a company to throttle due to ip allocation. If you are on a static IP connection you probably have some form of IS account and in which case your best bet might be to set your router to allow semi bridged connection. Just get a pre-paid unshaped account and when you play, you will have the fastest (latency wise) connection to the server from SA (you set this up like a dial up connection and just 'dial-up' when you play and disconnect when finished). If in fact Runescape does throttle according to IP allocation, this will solve your problem too as the IP's from the pre-paid accounts are dynamic (yet your lease on the IP could last a while, meaning you will still keep the same IP when you connect, it is just not guaranteed).
