Only if you expect data back. In this case it's the response from server to client or client to server. I presume the 100 he is looking for is actually a 200 round trip. The 32ms was in response to the comment that physics is the limiting factor under ideal conditions. 9500km is the distance from SA to Poland btw.You would need to double that figure at least, Ping is a round trip measure. Is that 9500km the actual distance via the undersea cables?
No I'm not forgetting that and that's precisely the point. The delay isn't in physics but poor network infrastructure. A good first tier network with minimal hops can reduce the round trip ping to ~100ms. Try to find one in SA though...Ja, but you are forgetting the switching time in the huge amount of microelectronic circuitry in the system. Gate arrays and switches have their own latency, and millions of them between the Dutch server and our SA user's system mean it's going to be slower than just the speed of electromagnetic propagation.
He can bring this down to the early 100s by using a better telecommunications system. Whether we have one between SA and Holland I do not know, but if there is one it will certainly cost very much more than the mass internet service he currently buys - maybe R10k-R20k a month...
