I have thought about designing one myself but have no idea (1) what it will cost (2) how much I will sell it for (3) How many people will buy it and (4) what trouble I will have to go through testing it and getting it approved.
Your transceiver device is limited mainly by transmit power. The towers are usually much stronger than your handset and will probably boost its power when it receives something. So you have a choice, lugging a large parabolic dish around or amplifying the signal. The problem is that the current commercial amplifiers are more expensive than 3G handsets and cards.
I need a 900MHz transceiver amp for a transponder tag project. Maybe in the future I will be able to provide "under the counter" solutions for those in dire need.

see i bought a OMNI Magnet Base 3dBi Dual Band antenna. But i still get a weak signal with me 3G card. iam using a U630 merlin data card. it works fine, but my 3G keeps droping on me. do you know where can i get something like a Dual Band Amplifier?

It is always better to try a higher gain antenna first as amplifiers, specially when they are attached to low gain antennas, can cause more problems than solutions. But you must be willing to mount the high gain antenna in a fix location, outside is best. If you want to remain mobile, then obviously a higher gain antenna would not be practical.
