High latency

Hi I am on a 4mb connection and for the past 2 weeks my latency has been high. On my telkom account i get 250-350ms ping times when doing the myBB speed test for South Africa.
When i change ISP to afrihost I sit at about 100-120ms which I assume is IS.

Funny thing is that my speed for downloads is what it is meant to be, 4mb. So speed isnt a issue, just the latency.

Anyone else have a similar problem. Im on the Strand exchange in Cape Town.

Strand has been a night mare since the 15th of this mouth, I with telkomsa and have a 1mb line,in the evenings till about 22h00 the my ping is anywhere from 680ms to 1080ms after 22h00 I get 26ms to 35 ms ping, this goes ine till the moring , and get the same ping of 26mm to 35 ms ping then during the day it crashs back to the high ping. I have in contact with TelkomSA they have been saying there is enoughting wrong then today they phone to say that there is a problem and they will escalate the fixing of the problem. Somewhere there is somthing very wrong and telkom is up to somthing.
