Think that's the reasoning behind them tolling the highways at this stage - to lessen congestion.

Actually, it's quite in line with the rest of the world. In London it's £5 (around R75) per day. As far as I know it's similar in New York and Chicago.
But yeah, of course they're putting the wagon in front of the ox. You need to make public transport viable first.
Government obviously only saw the money rolling in, missed the part of investing in public transport infrastructure first.
One thing that can do immediately is force companies to start using freight trains again for long distance transport of goods. Yeah, crime is a problem. So put guards with Uzzis around the train when it has to stop. Instead of railway lines closing one by one, some serious money will flow back into it and they can start upgrading our lines. How about having dual lines all the way between Jo'burg and Durban and Jo'burg and Cape Town. One line for each direction. And split of a third line at each station for passenger trains to stop on. That way freight trains won't have to stop, eliminating the crime problem. And ultimately trucks will stop destroying the roads that were never designed to carry their weight.
Its just a proposal for NY afaik. Dont know about Chicago though.
I dont mind it in London and I wouldn't mind it in NY either. Having a car in either place is more trouble then it it worth even without the congestion fee but they have the public transportation to make it work. Like you said - they have their priorities backwards here.

I find the Jo'burg traffic far worse than London. Yes, there are probably more cars on the road in London, but people tend to 1. be polite and 2. follow the rules and as a result the mostly keeps flowing.

Pray tell where are these routes? Certainly if you wanted to travel to PTA from Sandton there are alt routes available - however, as I'm sure anyone who has ever had any reason to use these routes (R101, Kyalami road, etc..) will attest, they are possibly the most 'fit ready to burst oms roads in Christendom' !
One only has to look at when there is an accident at either Becculuch, Allandale, New Road and see what happens to these 'alternate' routes when they take on more load. The whole system shudders and stops.
I grew up driving those roads and I know every little back way around, but even these are common knowledge and just as busy..
Have tax, by all means, but provide adequate public transport, and don't use London as some shining example. As congested as it is, it is not the single most busy stretch of highway in the Southern Hemisphere with only two (possibly three, if you go via Jan Smuts, JHB int, OR Tambo or whatever the hell you want to call it international) viable alternatives which are just as bad.

Agree that South Africans are just generally less polite that the Brits on the road I must add that Joburg is not the worst IMO. The Capetonians are simply the pits (after taxis that is but I put them in a class all of their own
) for following the rules, those chaps just stop and park anywhere ... it's flippin chaos in City Centre!Sorry Kaapies but you guys need to sort out your parking issues in town
