They must not be making enough selling free goverment condoms on the street corner.
 
No amount of budget will improve the situation when those in charge believe it can be taken care of with some vegtables.

You know what the health dept has done in the last few yrs has shifted hiv and aids to two completely seperate domains in a sense. So much so that one would think that even if you got hiv you can go one with life as per normal, just eat correctly and you won't die so long as you never get the dreaded aids. Even though hiv -> leads to aids, its just a matter of time.
