I am using the Telkom ADSL Modem provided with the free trial they ran earlier this year. (Will need to double check make and model number)

I have my M-Web Uncapped account on the router.
My PC connects via LAN cable and my phone via WLAN.

I have a neighbor that I'd like to be be able to connect to my network to play games via LAN and also to access each others shared files.

I want him to be part of my network but not be able to make use of the Internet connection.

What would the best way to do this?

Easiest way I would imagine is to disable the internet connectivity on the router and use a pppoe connection on your computer when you need internet access.

Edit: forgot about your phone using wlan, not sure what to do now unless there's a setting on the router to accomplish this

That is a terrible idea since it would require each device to dial its own connection.

Depending on the router, there might be a guest network function, where you can disable internet access for the guest network, or you can only allow internet access per device, and then manually input the MAC address for each device you want to have internet access.

It's the Telkom DuoPlus 300WR.

Going to download its manual and see what I can find.

Use FIXED ip addressing via each devices MAC address.
Then you can block certain IP's via firewall rules :)

You have uncapped, be a pal and share it :D

Professional solution :

1. Get a proper WAP.
2. Get a 2nd-hand PC (Pentium3 with 256Mb RAM, 10Gb HDD or better)
3. Add 3x NIC's to the system
4. Install Smoothwall, set up for RED-GREEN-PURPLE
5. Allocate PPPoE to RED, and allocate static IP's to Green and Purple
6. Install Full Firewall Control (mod)
7. Block outgoing HTTP/HTTPS from PURPLE with the FFC mod (You can also block other ports if needed).

This way :

1. You will know your GREEN network will not be hacked via wifi
2. Wifi devices will only be limited to the PURPLE network, and no Internet access.
3. You can access PURPLE devices from GREEN
4. If a wifi device requires Internet access, FFC will also allow for filtering by MAC addresses, so you can assign internet access by MAC addresses.
5. GREEN and PURPLE will have different DHCP ranges (recommended).

Don't you want to come to my house and set this up for me :D

On my router, I just setup an access list based on MAC for wireless, assign an IP to that MAC, setup a rule denying that IP any internet access.... (Got to love Netgear ADSL Routers - So easy)

EDIT: Cant do it with my work router (D-Link 2640U)
