Home Affairs Visa processing offline for a month!

My wife applied for a new visa since she is recently married and her old visa was about to expire, it's been 3 months now, her Visa has expired, we have been visiting and calling home affairs for a month now and it's the same excuse.. "we're offline, try next week". Honestly how is this even tolerated? are they even attending to the issue? WTF!?
