I've had this argument with my friends on numerous ocassions, and i don't know why it took these people so long to figure it out. My suggestion is to have stringent laws similar to the anti smoking laws dedicated to alcohol.


I like this part the most though!

What exactly does the social welfare department do anyway? Distribute social grants?? That's it?:confused:
 
Interesting article.

While it certainly highlights many of the issues, and I whole heartedly agree that the police alone cannot be held responsible, I still feel that the police are, on the whole failing.

Incidentally, the best run municipalities have a high degree of integration between departments ie. when an area needing development is identified, the police, roads department, housing department, social welfare dept etc all move in together and provide a coordinated effort.
