I've had this argument with my friends on numerous ocassions, and i don't know why it took these people so long to figure it out. My suggestion is to have stringent laws similar to the anti smoking laws dedicated to alcohol.

What exactly does the social welfare department do anyway? Distribute social grants?? That's it?
