Home use bandwidth Cap

What would be the best/cheapest way to implement a daily bandwidth cap (Not throughput limit) per ip-group for home use.

Have a friend that wants to restrict his children to X amount of data per day. Only has a Huawei B315a at the moment and a monthly limit of 200 gig. Somehow his child managed to eat most of it in one weekend, so he wants to implement a daily 2 gig cap.

Only way I know how to do this is via a PC with PF sense but there most be a router solution out there?

Cheapest/best way is to talk to the children, imho

In addition to pfsense and similar network controls, setting limits via software in the children's phones might be easy/cheap. (that's if these don't just rouse his curiosity and he starts learning about changing MACs, etc.) But all these don't solve the root cause, that the child does not realize how his browsing habits affect the entire family. hence a good chat might be the best way in the long run.
