I am experiencing slow international connection speeds especially with my Dreamweaver FTP access to a server in Germany. I did a trace and it was very similar to this one I did for Google.com:

Things really slow down when it gets to hop 7, just before leaving jolly old RSA. Is this normal?

Hop 7 is not within ZA - its Telkom's router at Telecity in London.

So yes - it is normal to see that latency jump as you cross an ocean. It can be lower and it is possible that route is via satellite or an overloaded international fibre.
