Horrible performance in L.A. Noire

As the title says, Im getting such poor performance in the PC version of L.A. Noire, I would compare it to Crysis 3 on a Playstation 2...its really bad.

One thing i did notice is on the On Screen display (of EVGA precision) it shows that GPU utilisation is between 55-64% and most games i play its always at 99% (which it should be)

Is this game horribly coded? Is it a very bad port?

Game version: v1.2
Running on DX11 mode
314.22 Graphics driver

It doesnt lag like my PC is not able to play it properly, it has this weird feel to it like its going in slo-mo for a second then back to normal speed, any one else got this issue or even a solution?
 
I ran it fine on a 9600GT

EDIT: Although most Rockstar games do feel like they have been ported to PC by a bunch of idjits
 
Worked fine on my previous PC with a 9600GT and still works flawlessly on my new GTX660
 
Try this:

Run the LANLauncher.exe
Click Options
Enter "-str" and/or "-npd" and/or "+jobs_numThreads 0" (without quotes, just the dash and the text with a space in between each command) in the command line field for single threaded renderer, which may improve performance or compatibility on some systems

Some people say that you should ignore the -str and -npd commands. The +jobs_numThreads "0" must be set according to the PC CPU threads.

I used only the -str command and everything worked nicely, also removed the mouse error. There is also a frames increase patch, not needed in my opinion.
 
It's a very poor port. Luckily my rig was powerful enough that I could 'bruteforce' my way through most of the performance issues.

So if my CPU has 4 Threads i must use +jobs_numThreads "4"? or must it be 0

According to what I know, yes.

BEFORE YOU TRY THAT

Use -str, this completely solved all my problems.

I played the game back in the day on a ATI Sapphire 4890 where the drivers caused all these problems. I then borrowed a Nvidia card, cannot remember which one, think it were 9xxx series, worked without correcting anything and Rage also worked then which did not work on my ATI until the patches were released and the command lines for LA Noire.
