Lately my laptop has been very noisy, and the mouse pad is getting quite hot. I have raised it with some wooden block 4cm off my desk.
I'm guessing this is probably because the fans are clogged with dust.Is it ok to use a vacuum cleaner to just suck the dust out from the fans and also on the keyboard?
 
Don't use a vacuum cleaner.

In most modern laptops, there's a radiator-type heat exchanger in, and using a vacuum cleaner will only suck the dust puppies in tighter.

Rather you'll need to remove the cover(s) from the fan, clean out the dust puppies and put the cover(s) back on. This depends on the laptop type and make - some it is easy to do, just one panel, clean the dust, replace panel.

Others you have to strip half the laptop just to get at the heat exchanger.

Look for the undervolting your laptop thread I started a couple of days ago. Should go some way to alleviating your issues. As for taking a vacuum to the fan ducts, I doubt that'll work to be honest, as the dust is probably caked on quite solidly.
 
just get a cooling pad esquire has them for R49
 
Remove dust...a earbud also does the trick.

Or using a compressor from a gas station, just make sure u stop the fan from moving else it might break.
