Hotlink Protection doesn't disable

Hi all

having an issue where my site is protected by hotlinks so when i send notes via email (wordpress woocommerce) it will show image hot link protected instead of the logo etc only in browsers but in outlook its fine.

htaccess has no snippet for being active
cpanel it shows disabled

bit lost even subdomain for testing doing the same

Would like to know if anyone had this or knows a fix.

I see its only with hotmail/live/outlook doesnt do this on gmail or outlook (software)

Very weird.
