Hotspot with MTN SIM is not working

I have a P20 Pro, Vodacom branding. The phone itself has internet from both MTN SIM's but no internet for devices that connect when it is set as hotspot. One MTN SIM uses the Afrihost APN and the other uses RSAWEB APN. I have successfully used the hotspot function overseas in Mexico and Indonesia with SIM's from these countries so I know the hotspot function works.

Does anyone know if the Vodacom branded phones might block internet access on hotspot from other SA providers? I can't see why else this wouldn't work.

My phone is still on Android 9, is your Mate 20 from Vodacom by any chance?
The APN type is blank for both APN's I tested. Next step for me will be to test a SIM that doesn't require an APN then.
