Yes, the Small Claims Court is the way to go. I have used them on occasion and only twice was it actually necessary to go to court, most pay upon receipt of the summons.
I had a guy with a wooden pedestrian gate he made himself and he insisted on an electric lock on it. To avoid people leaving it open he fitted a garden spring (unknown to me). The gate fell apart after 3 months due to the slamming and he would not pay for the work. Not only did the attorney presiding order him to pay, she added interest as well. He had to pay then and there, before he left the courtroom.
