How can seller reverse submitted yellow form

A friend had just bought a car from a private seller but now they want to cancel sale the next morning.

If the seller is in agreement but has submitted the yellow form, how can this be reversed? Do the have to go back to the traffic department again and ask them for documents back or must another yellow form be submitted or what?

Go back to the Licensing department and ask them to reverse it.

The yellow form means - nothing the the buyer can continue without it ....

that form is to protect 'the seller' of any future fines while the buyer transfer the car to his/her name (think it's 21days from date on yellow form)

I've sold a couple of cars privately without even handing in a yellow form because I trusted the buyers (as in friends).

not sure how this is relevant because the form has already been submitted and if processed the car is off the seller's name and now pending registration from the buyer.

If this cannot be reversed the buyer will simply have to "sell" the car back to the seller and fill in the yellow form again with the details swopped. Given the short turnaround time there may be no administration cost in terms of registration for the buyer although the seller may have to register the car again on his name and go for roadworthy etc.
