How to cap telkom closer voice line

Hi guys is there a way to cap telkom closer (telephone line not adsl) so my bill isnt high from my wife abusing the line.

Unfortunately not. All you can do is block Cellphone and International Calls
by putting a pin lock on them. But my guess is, you'll probably be
sleeping on the couch if you do.
