Assuming, there is no trick like sensor or anything, how could this have been done? I thought about this for few minutes but can't figure it out. Mechanical lever or something that lifts mechanism up (and allows water to flow) when certain quantity of water is poured in? That is end of my imagination but I feel like there is something very simple and obvious in this. :)

There is a hole in the bottom. Water does not flow out of the cup till it touches the feet of idol.
The moment the water touches the feet, water starts flowing out & drains out.

Artisinal well? The entrance to the hole is at the same level as the feet of the idol.

Read up a bit on artesian Well - this seems to be about pushing water up and this looks complex to adapt in a small pot/cup. And, water is going down and @Gordon_R 's Pythagorean cup looks to be correct answer
