How create website without database, selfbuild or Software?

After an intensive search on google I have come with with most popular solutions.

-- Pico CMS, GetSimple CMS, CMS Made Simple and Razor CMS

All these CMS's are free, dont need database to build the website and support plugins.

Or plain text.
Point is, it's not nearly as fast as using a DB if there's any worthwhile [amount of] dynamic content on there.

Depending on the content, these can be useful. I use GetSimple CMS with GS Blog plugin for my little blog...
