I want to download movies via torrent and the ISP is throttling me down to dialup speeds. What do you suggest? I have a normal PC and I use my cellphone to access the internet via a USB cable.

Two weekends ago I downloaded 25 gig in 24 hours. Last weekend I got to 5 gig and now I won't reach 2 gig in 24 hours.
