How do I set up server?

Ok so my boss wants to watch CNN and BBC on his desktop, and next year is the football, so I've decided we need a streaming server.

Since I have a PC, I imagine all I'll need is a TV card and some software. At home I run media portal with my hauppauge 150 PVR MCE, but I've heard that it's pretty difficult getting the audio to stream on the hauppauge cards.

So has anyone already done one of these, and can you advise on which TV card to buy, and what software you use?

Edit: Title should say streaming server, if a mod could change it.

Are you going to be hooking up the tv card to satellite? Only way to get CNN and BBC. I can't be of much help sorry, as I haven't used these cards, but I have a feeling that it may just be better to stream it from the net.

By the time the Cup rolls around next year, bandwidth will be a lot cheaper.
 
I would use the TV card that you're planning on and stream it using WebCamXP. Did it for the cricket from home to the office. Wasn't too bad and the audio was good.
