How do know when you have been capped

Now that they have tossed the soft cap when you knew that you had been capped because everything slowed down to a tickle how can you tell the difference between a network outage and being capped.
Do TelkomInternet actually notify you or do you have to call them and find out?

u will get a error about ur user name and password or in my case the internet light on my router goes red (green means it is working)...

when at my mates place, when i am capped i check my status of the connection and see if and any large transferin is happening
