If I am on my local portion of DoBroadband (a 165.x.x.x IP), does that mean I will not be able to seed those who are using accounts which still have international access.

I figure they can access me, but I can't reply so to say.

Of course, this may be all negated by the tracker. Which shows I have no clue as to the technical merits of p2p via torrent.

Correct, you won't be able to seed/send to them.

They cannot access you, since you first have to "meet", which requires uploading of international data from you, in the first place.

Come to think of it Postman they can surely always access you because they are on a SA domain range. Otherwise on a local only account it would mean you are not able to surf those sites. And I imagine RouteSentry would not work as well.

I can access sites (not all I imagine) in the 196 and 41 range when on local only (from SAIX and IS account). Which must clearly mean that there are ranges that that the 165 ip is allowed to access.

I was thinking of sarting using torrents but it I would need to know from what subnet IS and SAIX give users IPs on the ranges 196, 165 and 41.

If "they" is someone in eg. someone in the UK, then no, they cannot access you. You need to access them in order for them to access you. If you're uploading a torrent on a local account, then you need to make a connection with their computer in order to upload them. Vice versa, they need to make a connection with your computer in order to download what you're uploading. The activity does not only happen on your side, it happens on their side too. You need international bandwidth in order to create that activity on their side. I think a simple analogy would be "it takes two to tango" :)

A site with a 41.x.x.x IP is hosted locally so you will be able to make a connection with that site. And yes, you will be able to access some sites with a 196.x.x.x and other ranges other than 41.x.x.x and 165.x.x.x if they are cached locally (I think I am right about this). There is a thread here that contains international sites that are cached locally. I'm sure you know what a cache is.

ah i see what has happened here. in my first post i didn't specify that that i was talking about local torrents
