I'm wondering if anyone has any inside information on how Telkom shapes traffic at a congested exchange. I've had two distinct periods of congestion with my exchange, the first time it would just drop packets like mad if the first hop got over roughly 80ms. On this second round of congestion I've been able to get first hop pings up to 1800+ms but it doesn't really drop packets. Is this dependent on the exchange technology in use or does Telkom set a per-exchange packet policy? One still seems to get reasonable download speeds when the ping is 1800ms, but it just wrecks anything latency sensitive be it Skype or online games.
