How does Telkom manage exchange congestion buffering vs packet drop?

I'm wondering if anyone has any inside information on how Telkom shapes traffic at a congested exchange. I've had two distinct periods of congestion with my exchange, the first time it would just drop packets like mad if the first hop got over roughly 80ms. On this second round of congestion I've been able to get first hop pings up to 1800+ms but it doesn't really drop packets. Is this dependent on the exchange technology in use or does Telkom set a per-exchange packet policy? One still seems to get reasonable download speeds when the ping is 1800ms, but it just wrecks anything latency sensitive be it Skype or online games.

(this second round of congestion is after Telkom upgraded the cabinet to some Alcatel branded thing dropping my base ping from 17ms to 9ms)

In my experience I do not think they manage it at all. Just buy extra equipment so that the exchange can handle. I spoke to TelkomZA while i was on a congested exchange and he just said the new install was late to the exchange.

I mean first hop outside my own network. But to play technicalities, maybe I did the pings from the PPPoE connected RB750GL itself.
